Welcome to the site of the International Congress of SWM & SD


The Association for Innovation and Technology, the Science Faculty of Sfax, the SITE Centre of the Saint Etienne School of Mines and the National Centre for Metallurgical Researches (CENIM-CSIC) of Spain, within the framework of the UNESCO chair for innovation and sustainable development are organising the International Congress on Solid Waste Management and Sustainable development in Hammamet-Tunisia- from 27th to 30th March 2008.


Rio (1992) a planet-wide project named sustainable development



 In the last three decades, there have been innumerable international meetings, warnings and expert proposals concerning the worrying problems, in which man is author, actor, spectator and victim. The problems encompass global warming, migration and the survival of species in danger, not to mention poverty, the accelerating degradation of natural resources, the demographic explosion, corruption, unemployment, the banalisation of violence, epidemics… These long–standing problems have been amplified by ignorance at every social level, throughout the world. This ignorance is directly associated with an education system which has failed to adapt to the realities and the needs of XXI century. Faced with three problems, among all the big international meeting, only the Earth Summit in Rio (1992) proposed a planet-wide project named sustainable development and produced a relevant action plan, Agenda 21.





















Sustainable development, utopias and realities



 “Humanity is threatened by three time bombs: ignorance, poverty and global warming. The implementation of national policies on sustainable development should contribute to dispose of these threats. Unfortunately, these policies are going to engender new social and economic constraints, which will become infinitely less important than those which we will have suffer if we do not adopt measures now”. What does the sustainable development mean in 2007-2008?



Each country should consider a national policy for sustainable development as an obligation. (José Manuel Barroso, the president of the European Commission), as well as a policy for the reorganisation of social and economic activities (the school system, water resources policy, social conflict resolution and business management…). This should take into account the principles of sustainable development and in general the Agenda 21.




























Sustainable development is a world-wide concern



The sustainable development policy adopted in each country, more or less rapidly, depend on the interest of the different governments, the determination of the elected officials and the capacity of companies to face the challenges of XXI century and besides the responsibility of the citizens to assume this and translate this behaviour into their daily lives.




























Rio, Kyoto & Johannesburg



Since the recommendations of Rio, Kyoto and Johannesburg, political and business leaders are able to take realistic decisions. Sustainable development will lose is current utopian character. But the precondition of an education policy for concerned citizens remains impossible to circumvent. This will permit a social debate, a wide participation, a change in behaviour, the prevention of catastrophes and the acquisition of the necessary expertise. Political leaders, information professionals and students are particularly concerned. A bout this, the adapting of the education system will provide them with culture of sustainable development that will enable them to exercise their responsibilities both in a professional capacity and as ordinary citizens.
























The future of the planet



The future of the planet is entirely in our hands. We can consider ourselves to be in a boat in danger of sinking and if one day the catastrophe occurs, this will be the result either of bad political decisions or the absence of any political decisions at all (Olof Palme-1972).






























The ecological footprint of our different ways of life



If we take the needs of the average European as a reference point, the calculation of an ecological footprint will show that we need three planets in order to satisfy the needs of mankind at the present time. If we take a poor country as a reference point, we find that 0.8 of a planet will be sufficient. If France is our reference point, then we will need 1.8 of a planet. But in the case of U.S.A. this figure will exceed 6 planets.

Our system of production and consumption is not tolerable any more (15% of the world population uses 85% of the resources).


Nowadays, every one talks about the environment, the protection and improved management of natural resources, while world-wide scientific research is mobilised to find the equilibrium between sustainable development and the quality of life and the environment, necessary to safeguard the health of mankind. Since 1972, world leaders and business managers have met every 10 years at Earth Summit in order to approach the state of the environment and to work out the best ways to foster sustainable development and to fight against pollution. On the day before the opening of the Summit in Rio in 1992, Tunisia, as well as several other countries in the world, had in consequence, already outlined and implemented the principal elements of a policy of sustainable development based on the integration of the environment in different sectors of its development policies and programmes. This has been formalised since 1995 by the national Agenda 21 (national action programmes for the environment and sustainable development), by translating the recommendations of the CNUED in Rio and the guidelines of Tunisia conference on the Agenda 21 in 1994. The Tunisian strategy was based on multiple sectoral and intersectoral political strategies, implemented progressively, which, 10 years after Rio, the assessment of the national report of the evaluation of the achievements of Tunisia in sustainable development and the implementation of the Agenda 21 were presented at the Earth Summit 2002 of Johannesburg in South Africa. The congress that we are organizing, are the fruit of several years of collaboration and of the partnerships with specialists and researchers in several countries of the world, concerning a major problem in environmental protection, the management of solid waste and sustainable development. This will open the borders to investigate a specific international problem.

Therefore, we hope together, after the exchange of the contributor’s experience, to be able to propose solutions to certain unmanageable problems which will mean a big step forward in the sustainable development of resources.
